European integration, democracy and universalistic ethics

Now we know that the great nineteenth century Russian novelist Fyodor Dostoevsky was prophetic about the fate of his country in the modern world.1 His prophesies about Europe are more difficult to assess. One thing we know, prostate however, is that Dostoevsky’s verdict that Europe is a continent of decline and decay finds wider resonance today than during his life time. Many would agree with Brazilian president Lula who at his first visit after resuming office, in an independence day address in Delhi, was cited as announcing that this is India’s and Brazil’s century, the century of the rising South.
